About banned trainer hacks.. [And an extra question.]

Am I allowed to use a money hack from a trainer? Or is this hack considered similar to speeding limiter, jump hack or no collision hack [As specified in rules]? Also, how do I communicate with admins in-game [If this even is a feature]?
