The rank overseeing the Community Moderation Managers would be the 'Head of Community'. Above them is the 'Vice Project Manager' and then the 'Project Manager'.
Since as of right now the positions for 'Head of Community' and 'Vice Project Manager' are not taken, it would be the Project Manager who oversees the Community Moderation Managers.

As of the new update, it is allowed to take double trailers everywhere except on the roads which are marked red on the following picture:

These things usually fix it:
> Try sleeping
> Try warping to a garage
If that doesn't work type this in your console: g_force_economy_reset 1 and press enter. Goto your profile screen and select your profile again . There will appear a msg saying you changed some option and your job list will be reseted, so again open the console and type g_force_economy_reset 0 and press enter, now you can play with a new job list according to you level,
