This would probably be due to you playing in DX11. The game has issues with DX11 and i would advise not to use it.
Please change to OpenGL. To do this, head to your Steam library, click Play ETS2 and this time hit 'Launch with OpenGL'.
Start the game until it's fully loaded, save and exit the game. Launch TruckersMP again.
Also try these:
Solution 1:
> Press the Windows key + R (Win+R) on your keyboard.
> Type "%programdata%" and press Enter (without the quotation marks).
> Search for the folder "TruckersMP" and delete this folder.
> Navigate to C:\Program Files\ and delete the folder "TruckersMP Launcher".
> Go to our website and download the launcher again with administrator rights and install it https://truckersmp.com/download/
Solution 2:
You should start TruckersMP as administrator. This is really important.
Also try to start TruckersMP with DirectX (64).
> Go to your Steam App
> Go to library
> Go to ETS 2 / ATS
> Click on "Play".
> Select "Start with DirectX (64-bit)". Make sure you have selected 64 bit.
> Start ETS 2
> Select your profile and press "drive".
> Close ETS 2
> Start TruckersMP as administrator. TruckersMP will start with DirectX for all times. Except that you change it again.
Solution 3:
> Go to Steam Library
> Right click Euro Truck Simulator 2
> Properties
> Local Files
> Verify Integrity of Game Files
Wait until the game files are verified and try whether the error still occurs.
Solution 4:
> Update your graphics card driver.
> Be careful not to play in heavily frequented areas.
> Drag and drop your graphics settings.
> You may need a new profile, delete the old one and create a new one.
> Reinstall the mod and make sure you have placed it correctly in the directory. (\Steam\SteamApps\common\Euro Truck Simulator 2)
> Do not use unsupported mods. Also, too many mods can cause your game to crash.
> File Documents/ETSMP Delete (Please save this file before deleting)
> This can be caused by a missing game file. Go to the Steam Library / Right click on Euro Truck Simulator 2 / Properties / Local files / Check the integrity of the game files.
> Make sure you have the latest .Net Framework (4.7) & DirectX & Microsoft Visual C++ 2015 and use CCleaner to remove temporary files and obsolete registry paths.

1. First thing you want to make sure you did is to first run your Steam before you run TMP Launcher. If your steam is not running while you try to open TMP, you will be redirected to Single Player, so you have to firstly open Steam to make sure you enter MP.
2. Run TMP Launcher program as Administrator. You can do that by right clicking on Launcher and then below you will find "Run as Administrator"
3. Verify integrity of game files. Follow these steps to do it:
- Open your Steam Library
- Find ETS2 and right click on it and click "Properties"
- When you do it, one of the tabs should be called "Local Files" , it is located between "Updates" and "Betas"
- After you have done it, you will have 5 options to choose from. Click on "Verify integrity of game files" and wait until it is done.And this would probably be due to you playing in DX11. The game has issues with DX11 and i would advise not to use it.

If they differ:
1. Copy the folder address from STEP 1
2. Change the value parameter "InstallLocationETS2" (Insert the copied folder address)
3. Click OK.
After that, many users get another error: "Connection error - retry?" In this case, open Task Manager, close all Programmes of TruckersMP/ETS and try to start the Launcher as an administrator again.

Try these:
Solution 1
- Open any VPN program and try again.
- Turn off firewall and anti-virus programs.
- Try turning your router off for 1 minute and then turning it back on and see if you still have connection problems.
Solution 2
- Run TruckersMP Launcher 'as Administrator'',
- Turning your router off for 1 minute or 5 min,
- Press CTRL+ALT+DEL keys,open the Task Manager,disable any unwanted programs you dont want running and hogging internet and turn off applications that are running on the background for TruckersMP,
- Download Ultrasurf and open launcher with UltraSurf,
- Delete TruckersMP Folders on your computer and re-install.
- Try to clear your temp files.

This appears to be a server cache issue that other players sometimes have after being unbanned, sometimes you’ll have to wait until the server is restarted at some point to be able to join that server again.
You can still play on other servers, but generally it isn’t often that the servers are restarted so it may be a while. Or you could try making a support ticket about it for further information, they may have another solution for you: https://truckersmp.com/support/ticket/create

It is not easy to become officer.
You need to be active on forums, be in touch with community.
You need to hard work to become admin.
And admin is not just driving police car, admins don't event have time fro driving cars, they need to check reports and so on.
So, be active and don't be reckless in game and one day, maybe you will.
Also, to become admin you need to join the TruckersMP team in other rank (Support, Community Moderator) and then someone can promote you if he/she sees that you are good working.
And there are occasional open hires for game operators but it has recently ended so it may not come back for a while. One thing to keep in mind when applying is that you need no ban in the past year and for a total of no more than 3 bans. If accepted, I don't think you become a game mod right away but you become a trainee, report the moderator, and then the game mod.

There are plently of ways in which you can improve your FPS when playing games. I recommend you take a look at the following link: https://www.techadvisor.co.uk/how-to/game/increase-fps-games-free-3489433/
Here are maybe some solutions for your problem:
- Disabling Season Effects and Winter Mod could help, to gain some FPS. Disabling Cabin Accessories and Flags may also help for low end PCs ( or like in your case, laptops ). Using the 2 outside flags on your vehicle can also drop you up to 30 frames . Using cabin accessories, could also cost FPS.
- IF NOT - Installing the game into a SSD helps with game loading and auto-save freeze.
- Always install the latest GPU drivers. Before you install the new drivers remove the old ones with Display Driver Unistaller (DDU). You should download the drivers from the manufacturer!
- Changing your save format for the purposes of save editing will cause auto-save lag issues on large profiles and slower systems. To remedy this, changing the `g_save_format` value to the default of 0 will drastically reduce your profile's auto-save time. Though with the default save format, you cannot make modifications to your save file, such as adding customs jobs using Virtual Speditor.
- Always but always make sure you run the game on DirectX and not OpenCL. Running the game on OpenCL will cut your FPS to half or even cause you game crash. If you are not sure if you run MP in DirectX run the game once in SP by Choosing "Launch ETS2 DirectX (64-bit)".
Also try these:
- Try to avoid busy areas like Duisburg, Calais or CD Road.
- Always keep your system up to date.
- Replace the graphics card if necessary.
- Try reinstalling the game.
- Turn off unnecessary features in the graphics settings.
- Move away from crowded areas.

5. Click on Next and follow the onscreen instructions to troubleshoot the issue
Solution 3:
Uninstall the mouse drivers from device manager:
1. Press “Windows + R” keys to open Run window.
2. Type devmgmt.msc in the run option and click Ok.
3. Search for the mouse or touchpad drivers and right click the mouse driver listed and click Uninstall.
4. Click Uninstall, restart the computer and check if that helps you.

First you should check if there are any updates for you graphic card and windows updates.
Clean your temp files with ccleaner https://www.ccleaner.com/
Do you use any mods from Sp while you playing MP ?
Mods can make the game stop working
Aswell try to delete mod folder in ets2 map and try agian
Also check so there is no corrupted files in TMP folder & install fresh. ( You could try as well delete your computer cache memory by turn off and unplug power cable)
Then follow these guides:
1.Make sure you have the latest .Net Framework
2.Clean your temp files with CCleaner
3.Check your temp files path and make sure it's located at C:\Users\name\AppData\Local\Microsoft\Windows\INetCache
4.If you don't have "INetCache" folder make a new folder and name it "temp" and then open the Windows temp settings and choose the new path.

In addition to reinstalling your launcher and running it as Administrator, you can try these out too.
Make sure you have latest .NET Framework (or later), DirectX and Microsoft Visual C++ 2015. You can check this guide too.
You can also use CCleaner to clean files and registry errors.
Additionally, you can check if your Firewall/antivirus is blocking the game.
