It really depends on the situation shown in the video provided, as there is people waiting to come though this tunnel as there is a lot of traffic waiting this user is violating rule 2.4 Incorrect Way / Inappropriate Overtaking* and rule 2.5 Reckless Driving* . This is because they are using the river here to skip over the traffic so they don't have to wait for the traffic to clear. Because of this it would result in a ban from the sever.
