versuch mal das Notbremssystem zu deaktivieren oder stelle ihn auf "Nur Fahrzeuge".
Du findest ihn unter Optionen -> Gameplay -> Assistenzsysteme -> Notbremssystem
Ich hoffe, damit konnte dein Problem gelöst werden.

as Rule 2.8 mentioned by you states.
Banns over a year ago are ignored.
But the history still stays unless its a ban by mistake as you can see in picture below from the Knowledge Base

it seems like there are currently some issues with the newly released Alternating vehicles.
The latest game Breaking update should have been reverted already and you should be able to play again.
