    Why would it be Scandinavia only? Longer Heavier Vehicles, as they're called, are allowed in The Netherlands as well, on certain routes. Even though they're not allowed to cross borders. Only the border from The Netherlands towards the North Rhine-Westphalia area in Germany is currently allowed. I'm not sure about Scandinavia, but afaik, it's allowed there as well.
