In my opinion, even is the player is banned, report him because you don't know (except if the player's history is public) what the player is banned for. If you have 2 videos about a user you can submit both of the videos in 1 report. After that the admin who banned the user will claim your report, and will take appropriate action to the user. If you don't know why the user is banned, report. If your report is valid and a new offense has been commited in your video as well, the admin will extend the lenght of the punishment.
