Yes, It's possible.
Here is tutorial how to do it: 

@Slusher34 local mods are working on 1.38, You just need to remove them on 1.37, update on 1.38 and after loading add them again. You are getting new mail and because of that it's crashing.

I'm not sure if a mod in the Steam Workshop can be made compatible with MP. But there are already mods compatible with MP. You can use them.

However, I have to say with regret that local modes do not work in 1.38 version. I do not recommend that you waste time in vain, considering that 1.38 will be added in about 1 week. They will become unusable anyway.
