Is this mod allowed? (Brutal Environment HD). It's a purely cosmetical mod and it makes no other changes apart from visual ones. Are these allowed, if not , why?

No. It is not allowed. It is not supported, thus it cannot be used. Currently, I believe there are more important things to be fixed/added than a mod which makes the game look nicer.
