From the screenshot you have provided it shows that you have not downgraded. 

 

If I were you I would:

 

Refer to this guide: https://truckersmp.com/knowledge-base/article/26

 

Check that you have downgraded successfully by

From the Library section, right-click on the game and select Properties from the menu.

Select the BETAS tab and ensure the drop down menu shows "temporary_1_36 - 1.36.x for incompatible mods"

 

Try validating your ETS2 through steam by

From the Library section, right-click on the game and select Properties from the menu.

Select the Local files tab and click the Verify integrity of game files... button.

Steam will verify the game's files - this process may take several minutes.

 

If those do not work I would try to go from the 1.36 beta > 1.37 and back to 1.36.
