The reasons why someone is constantly kicked from the TMP servers are several and, as they said above, they have a topic to investigate the reasons; But I will only say that it is mostly because of the Ms you have when entering areas where there is a large number of players, another reason is that of not being compatible or the mixture of parts of a Scout [car] with any truck or vice versa and the Last great reason is the power that the PC has to be able to have an acceptable performance and prevent it from being kicked.

The delay usually occurs when there's a lot of players nearby while his game still loads up. This can cause  major FPS drop, which in term can cause unreliable connection kick to occur. One thing I can recommend for him is to spawn in less congested locations, so his game won't have to take much time to load, especially on slower computers.

 

If you want to ask anywhere on forums whenever 32-bit version of MP will be supported in future, try to start GTA V on your 32-bit machine before checking game's system requirements.
