You can hire people in-game (as you would do in singleplayer), and it will give you money when they complete jobs, but you will cover their expenses such as fuel, etc. If you were to play singleplayer, the in-game system would be the exact same in mutiplayer. To summarize your question, you cannot hire real players in-game, but you can create a Virtual Trucking Company (VTC) and hire real players.
