First of all you place types in 2 general groups. This is wrong.
Group 1 - The VTC-less drivers are:
- trollers or grieffers;
- multy ban holders;
- cheaters and hackers (you know them by the nameless avatars);
- newcomers to TMP;
- "can't find my thing";
- KIDS;
- adults having a relaxed drive;
- adults sick from VTC quota/requirements/rules.
Group 2 - free users have 3 available VTC types at their disposal: 
- VTC with idiotic quotas and rules;
- VTC with normal quotas and rules;
- VTC with mature ambience, no quotas and reasonable rules.

I'm the kind of person that drives with a VTC (VTC with mature ambience, no quotas and reasonable rules) and/or friends.
