Is it actually possible to play promods without having all the dlc's as i currently have going east and scandinavia only for map expansions ( planning to buy all but not now )

Currently it is not possible to play promods without owning The rest DLC's the only DLC not required is road to the Baltic sea.

No, you need the EAST, NORTH, FRANCE, ITALY, BALTIC.
