Adding in an option under profile settings to change your profile picture

Suggestion Name: Add an option to change the user's profile picture under the forums profile settings tab.

Suggestion Description: 

When looking at your profile page you have an option to change or add a cover photo but you're unable to change your profile picture adding this on the same page will make it easier to find and be less of a hassle to change or add a profile picture.

Why should it be added?: This should be added so it makes it easier for user's to change or add a profile picture without having to do extra steps or go to a separate page. This can be quite useful for new comers to the forums like myself.
