I want to solve problem F9 ,

when I press F9 the conversation is hidden , but i want to use the free camera and when I prees F9 is moved i chosse , not work in online mode , it only works in offline mode

I'm not sure if I understand your question correctly.

However, if you mean that you cannot teleport yourself to a desired place by pressing "F9", it's because this feature is disabled on multiplayer.

F9 key is for hiding the chat. This is the only function binded to this key.

You can still however use the developer camera (free camera) by pressing "0".

To change the key for teleport you could edit this line in controls.sii in your profile folder

config_lines[...]: "mix teleport `keyboard.f9?0`"
Btw.You can't use F9(teleport) in online mode

In TruckersMP rules, it is not allowed to using the F9 quick moving because it might causes accidents.

The Game Moderator might allowed using other ways to making quick moves, but as a player, you can only using your garage system or quick moving in limited areas in singleplayer and then back to multiplayer to get a similar effect.

 

The reason you saw someone suddenly came out is they closed game (must multiplayer) there and get online later, at that time they have ghost mode to keep their safety.
