Why are there cars on SIm 1?

Are there supposed to be cars on Simulation 1? I thought they were not allowed on that server, or am I mistaken? I don't mean admin cars there are just loads of cars driving around, every third vehicle I see is a car.

Vehicles on that server are allowed, before entering any of the servers you can see if they are allowed or not.

Thanks for the reply, is it possible to buy the cars in game or are people just modding them in?

In any agency you can buy those cars.  It only works in multiplayer mode, since the car replaces a truck from each agency. If you enter the single player mode with the car, it will become a truck and you must buy another car
