You can not drive fast because: 

1. You have a server limit 

2.You have activeated speed limiter

3.The world of trucks limiter is activated

what do you mean by the World of trucks limiter is enabled? Should I logout from the WOT account?

The WOT speed limiter is only enabled when you've picked up an external contract from the in-game job market. So if you aren't delivering any external contracts, the WOT speed limiter shouldn't be enabled either. So no, you won't need to logout from the profile that is linked with World Of Trucks to get the WOT speed limiter disabled.

I think it should always be like that, (of course not in real life). But Truckers MP has unconscious drivers, so it's good to be slow at TMP.
