I recommend you take a read of the following; it'll provide you with a good amount of relevant information: 

In short; the Developers are the people who're responsible for the development of the mod, website, infrastructure and similar, as apposed to the (Vice) Project Manager who're responsible for the direction of the project, management and operations of the team and modification as a whole. Both roles are part of the upper staff within the team.

@[DML- CEO] Ninj,

 

It depends on your inquiry as to who is responsible for that area. If it's project/team related, then best to contact one of the Project Managers, so Smoky or Forerunner. If it's modification/development related, best to contact one of the Developers. There isn't really an definitive "head" person since it's all dependent on what the issue/inquiry is as to who is responsible for it.
