At the moment Van is available only for staff members and this vehicle won't be available for casual players like you and me. 

As I understand, It's created especially for Event Team. I think they'll share more information when they'll finish working on this van.

I think the best answer has been given by @BlackSkill,It's actually created only for Event Team and used when there is a Event Convoy ,has your problem been solved?
