This means you're in debt and currently cannot pay for anything, except forced payment, such as traffic offenses. Any money that you receive prior to getting a negative balance will be used to pay off your debt, each payment at a time. It will help you alot when playing in Mp. https://ets2.lt/en/save-game-no-dlc/ Or you can just use cheat Engine to get money, If you dont want to start fresh.
