Quick Question, Read the red underlined sentence in the attached photograph. Does this mean I can use the developer console to upright my truck from a crash if it was tipped over? Or do I have to F7?

It means you cannot use the in-game console to do something like that.

Including but not limited to means it is including these things, but there may be (or there are) other things.

Using the console to upright your vehicle is indeed prohibited and could lead to punishment. I suggest using the F7 feature as you mentioned to ensure that you are not breaking the rule in the photo.
