The ingame reports are important ofcourse but the admin has to see him do something wrong. So depends. By the time you have reported them in-game, the rule has usually been broken and the majority of the time you won't get a result from an in-game report. The only downside to website reporting is you have to gather the evidence yourself and for some people, recording can be an issue, but you're more likely to get results.
