How come there's not a lot of non collisions zones in New Mexico?

I travel through NM and it seems they're not a lot of non collisons zones, is it just they way TMP wants it, or is it they don't have enough time to put them in. I'm just wondering, kinda curious to know.

what i want to say just the following:

 

Remember - places such as where you get the job, sleeping places, repair services are no collisions zones - this means you drive trough cars. Feeling weird seeing someone in garage drive trough fence? That is because you don't have the garage upgraded while other player has .  If you see people driving trough blocked roads, that may mean that player has map DLC, while you don't.

Due to the low population on ATS servers the collision zones are not everywhere . Chances you see multiple people at one spot is very small unless there is a event.
