I want to record other players and record them if they don't respect MP rules or just ramming me or other players, so is that possible and legal on TMP?

Yes, of course, you can record as someone breaks the rules and later send it to us in the form of a report under this page - truckersmp.com/reports

As the others already said, it is totally legal to use a recording software to report players via our website. 

Here is a list of recording softwares you could use: 

I use NVIDIA Shadowplay if you have an NVIDIA graphics card you can download 'GeForce Experience' and enable their capture software called Shadowplay. Easy to use and setup.

Yes you are allowed to record people breaking the rules. You can then report them on the website here

Yes, it is absolutely legal and even recommended. You can use OBS Studio for this purpose, for example.

You can, though do remember you cannot use freecam to find people to report.

§1.4 - Reporting users
- Spamming our report system with useless reports, reports using continuous freecam (Cam 0) to record or anything similar can lead to a ban from the report system.
