You have to be able to prove to us that this is the player who makes ban evading. To clarify your question, if it was really ban evading, I can answer you with the rule §1.2 of the TruckersMP rules. If you like, just have a look yourself at TruckersMP Rules. To report the player, you can easily go into the report system (click) and then report the player with the reason: ban evading. Making a new account with a new Steam account will count towards Ban Evading, and is not allowed.
