Suggestion Name: Police system

Suggestion Description: Allow players to apply via the forum for the local law enforcement.

                                            If accepted their duty will be to pull over players for traffic infringements.

                                            They can (at their discretion) issue a ticket for a set amount of ingame cash.

                                            If the player being pulled over decides to run instead, the officer will be able to send a ticket to their ingame email using the players tempID.

                                            They do not posses staff powers. They would get paid for doing the job by the hour.

This will not be added as we don't even have our own server-side economy yet, so fining tickets is useless. Also, the police car is only for those who work hard to become a Game Moderator (or for the event team in Community Events), and that'll stay like this.
