This is done by Save Editing, he most likely edited a modded steering wheel into his truck.

This is allowed, and only visable for himself. Other people cannot see this custom steering wheel.

Like this, Save - Edit is allowed. Because only the person doing this can see Steering.

As Pillow_ has stated, he has done this using save editing. But keep in mind that these kinds of mods that add  can only be applied within the interior of the truck, and never on the exterior. This being because the interior is only rendered to you, but the exterior has to be rendered to others as well. Custom .sii models, such as vabis_01.sii (I pressume it was the steering wheel he was using), can only be applied within the interior, otherwise TMP would just attempt to load an unexisting model to all the players around you.

right, right. The thing is that I'm pretty sure you can't add new things, and I'm pretty sure that's not a steering wheel thats in the game

As I said, you can add your own visual mods via save editing. The steering wheel doesn't have to be in the game to be save edited into his truck.
