I personally would advise removing audio from report videos actually, as it means the video is much less likely to be taken down for copyright infringement for issues such as having a copyrighted song playing in the background. So yes, you can remove the audio However, if you want to report someone for Chat Abusing, Insultin on Voice chat etc, audio is required. In any other cases like Ramming, Reckless Driving is not.
