Can others see mods/dlc

Hello, im wondering if others can see your DLC (like high power cargo) and if they dont, what do they see? And can other players see every MP mod? Because i saw one which i didnt download but another time i saw a mod of heavy freight (Not the DLC), but only the trailer and no freight...

Example: If you don't have a heavy load DLC, you won't see the heavy load. 
Example: But if a person uses Volvo's Front grill black mode, you can see it.

If another player does not have Heavy Cargo Pack DLC, it appears to be an empty trailer. Also, non-owned DLCs are invisible.
