Hello

Make sure your steam is public. 

And also uncheck "Always keep my total playtime private even if users can see my game details."

When you link ATS to your TruckersMP profile, it can take a while for it to actually "link" to your TruckersMP account.

This means you'll have to wait until TruckersMP has verified you actually own the game and that's it's on Steam, before you can play. 

Also, if this is already done I recommend you to reinstall the mod itself. That way you can also select to install ATSMP in the launcher.
