Rule 4.9 says

That also applies for joining the TMP Team.

If you want to apply for a position in the team you must have fluent English speech as you will be in touch with many community members.

In order to join the TruckersMP Team you need to have sufficient knowledge of the English Language. To answer your question, no. Using a translator is not sufficient knowledge of the English Language.

Dear @Godfather of the Nights, since our go-to language for both, interaction within the team as well as with the community, is English, having sufficient English knowledge is the key if you want to make it into the team. And automatic translation programs, such as Google Translate, might have improved over time, but sometimes they still come up with pretty weird stuff. Therefore it is required to speak and understand English at a more or less advanced level if you want to make it into the team. So as long as your English knowledge isn't good enough for getting along without any translators, i am afraid that you probably won't make it into the team. But it's never too late to start learning a language.
