City auto speed caps?

Sorry if this needs to be in another category, I have trouble figuring out sometimes where stuff goes.

At any rate, I noticed a thing occuring, that at first I thought was my truck failing or glitching in some way:

When I'm on the highway, but pass near a city, the speed limit will be, say, 75 (yes, for trucks), and suddenly, my truck slows to 55, then back up once I'm passed the town.  Is this intentional? Is there somewhere I've missed where I can turn this off?  I can a bit understand if you're driving on city streets, setting a max, but this is occuring on open highway.

On the lastest update you cannot go over 150 kmp/h(ats  93 miles) , also in city 80km/h(ats  55miles) .its server locked.when you enter a city area,speed will automatic decrease to 80 kmp/h

Speed limiter is 150 km/h when you leave city and when you enter city speed limiter is 80km/h on all servers except server EU1 is 110 km/h

But if you can't go over 90 km/h on all servers. Please follow these steps:

1-) Disable the speed limiter in your ETS2/ATS settings (click here)
2-) Disable the speed limiter in the TruckersMP tab menu (Click Here)
3-) You could join a server that has the speed limiter disabled completely after doing steps 1 & 2. (Optional)
4-) Steps 1 & 2 on a server with a speed limiter enabled it will limit you to 110kmh/68mph
5-) Any speed on External Contracts cannot go more than 90 km/h. 
* To go more than 90 km/h have to remove the limiter and taking those not speed game on External Contracts
