Hello 

I think that the speed can be banned if it is 10-20 km/h.

 

§2.3 Blocking*

Restricting a user's travel path, blocking entrances to highways or other entry points or anything similar.

Hello

Is someone drives to slow you can get kicked or Banned.

Because of blocking the road

it's same in irl life :)
