hi! I can not apply fro join team!!!  says to me : You can not apply because you have been banned in the last year. What is this mean? Can not I apply Never??? :|

you have active(green) ban, you can't not apply.

It means you've been banned within the past 365 days, just like it says. It does not say "forever", meaning 366 days after your ban, you can apply for a position.

Well you got banned 2 days ago and the ban stays active for 1 year. 24.04.2019 is the date where you can apply again.

You can apply as soon as your ban isn't active anymore. As I see you were banned 3 days ago, so that means you can't apply till 20.04.2019 for this Position. Maybe try an other Position
