Hello 

At the server login page top left corner (or in-game when you press the tab key) click the cog icon forSettings, under the General tab is a check box forSeasonal Effects. check for snow fall uncheck for no snow fall.

Still in Settings under the Mod tab is a check box for the Wintermod check for snow on the ground and uncheck for no snow on the ground.
