Not only when they brake, but when they are driving normally you'll see them ping back ever so slightly for a second before they jump "forward" again. But I'm having it as well. Many players who started getting it actually think it's normal due to loading of X players when driving, but the problem starts already at the login screen of MP (or basically when you only open the TMP client), not just in-game gameplay in MP.
