Is this normal? high level of CPU usage

If you have high CPU usage then it means that your CPU is not fast enough and possibly could bottleneck your GPU.

 

High GPU usage on the other hand is good to be high because that means the game fully utilizes the card which means you get maximum FPS out of the card. 

 

 

Also don't forget, the usage in general will be higher since you will meet more trucks/players at the same area than you would in SP.

To conclude with this, do you have any problem? Or you just pointing the high usage which fine considering your CPU that you are using.

The usage you provided is perfectly fine. In multiplayer, as you see other players on the map, CPU utilisation can increase compared to singleplayer which does not have to deal with other players' trucks.

Your GPU usage is up to 98%, which is ideal because you are getting the best possible performance; your CPU is not bottlenecking or causing any frame drops. Neither is your RAM. Just make sure your video card has an ideal cooling.
