@GGF MD and a few others pretty much nailed down the answer for you. However, I would like to add the following:

 

Though you may not be banned for not slowing down when someone's attempting to overtake you, you could be banned if you, in a way or another, prevent that person from safely overtaking and your actions result in an accident. Say for example, that Player A has a clear lane and enough room to overtake you safely and he tries to do so but you speed up when he's next to you. While he tries to get more speed to pass you, Player B comes in on the opposite lane and Player A either crashes into Player B or one of them (or both) go off road to avoid a collision. Or alternatively, while attempting to overtake you, you swerve into Player A's path, forcing him off the road (and potentially crashing into something) or forcing him to slam his brakes and possibly losing control and crashing.

 

These are just two examples of how you could be banned for not letting someone overtake you. Now, of course there are other variants that would determine whether or not you would be the one at fault, so the best thing to do is to always let people overtake you, just to be on the safe side. Especially if you can tell they might not make it before another player comes in on the opposite direction. In this case, the player trying to overtake you would be wrong, but at least you'd help avoiding a potential accident that could involve you as a victim. After all, you are not in a race so there is no need to keep other people from passing you.

You won't get banned for this, as banning is a punishment for more serious offences.

No one will ever notice that you don't slow down, and as long as you don't block the overtaker or hinder him to overtake in any way, everything is fine.

In general, you won't get punished for breaking traffic rules like using a turn signal, etc, but it is always better to behave and to drive with your eyes open :)

  • Overtaking is only allowed if you can ensure that no other road user is jeopardized during the entire overtaking process.
  • Overtaking is not allowed if prohibited by traffic signs (or in-game rules) or if the traffic situation is not clear.
  • Also do not overtake in crossroads, at pedestrian crossings or railway crossings.
  • Only overtake if you drive at a signifcant higher speed than the one to overtake.
  • One who is overtaken, must not increase speed.1

 

1 One who is overtaken does not necessarily need to slow down.

Slower vehicles must give multiple, immediately following vehicles the chance to overtake at a suitable location. That may also mean a complete stop.

No, it is not. It could be bannable if you start accelerating when you see that someone is overtaking, that can be seen as reckless driving. The player doing the overtake has to make sure that the truck has enough power, the road is clear and there is enough visibility before starting the maneuver. There's nothing wrong in slowing down if you see that there's some kind of danger, to allow the overtaker merge in easier, but even if you don't, you won't be banned. If you keep driving in a steady way, a failed overtaking is always the overtaker's fault. Besides, if the player overtaking sees a danger ahead and decides to abort the maneuver and go back behind your truck, slowing down would be the worse you could do.
