Although it looks like a christmas tree, the game allows that so it is not against the rules.  (there was a rule previously where not as many were allowed but that rule was changed).

 

As long as there are no beacons where there can't be normally; such as the bullbar or anywhere else where you don't normally have the option to add beacons.

 

And this player would have to switch them off in an area of high population or they would be kicked

if the beacons are on the bullbar then it is not allowed.

Beacons on the roofbar is allowed

Look at this rule:

§2.17 Excessive Save Editing

Modifying your vehicle to include car parts on your truck or truck parts on your car. This includes paintjobs.

Adding an excessive amount of beacons, lights, bullbars, horns, or similar to your truck and also includes any large horns or beacons on your bullbar or front bar.

When editing a truck, trailer, or other content through save editing, you must follow the Mod Guidelines.

No more beacons than allowed by the game by default, no changing the vehicles hitbox, no beacons on bullbars/bumpers or similar.

Your vehicle must be functional.

Only one full-length trailer is allowed.

The 0 ton trailer mod is not allowed since it looks like speedhack.

I'm afraid they are. The rule about beacons only forbids them to be placed on bumpers/bullbars or to place more of the allowed on a base rooftop bar. This means that if a rooftop bar has 12 slots to place things, you can place 12 beacons on it, but you can't save-edit to add another bar and fill it with another 12 beacons (making your truck to have 24 beacons).
