You must make or download new profile or activate DLCs.

Yes,you can. But you must have Cheat Engine and you must follow tutorial

Hi,

You need a new save to play the game without Vive la France or you need to find another save from the internet without Vive la France DLC activated.

Are you using a modded map as it says required dlc i dont know if MP requires it or it is you need to make a new profile because when you took the dlc off you were in the dlc area

Did you uncheck the box on Steam?

If you turn it off, you can load a save that DLC was not turned on.
Or (Even better), Create a new save without that DLC.

If you played before on that save without dlc vive la france just find save where it was.

You won't get banned for using it, you can add money and xp for your profile, anyway you can't use speedhack

Oke I did it.. Is this  normal in City and while the players are close to me  i have 30-40 FPS?

Dear @ItzDenis

 

FPS really depends on what type of PC you have and your internet connection.

However, this FPS seems fairly normal. For example, my PC has bad specs so low FPS but a higher end PC will run the game at a higher FPS

 

Could you tell me if the above answers solved your if you are able to play online.

If so, i can take the appropriate action with this post.
