With CPUs and GPUs I believe different softwares and games have different priorities and this is why it never uses the full CPU and GPU potential. You can change this by

changing the gaming priority level from normal to high. This is done is task manager. I found these steps online:

open task manager -> open processes dialog box -> push right-click on games you are playing -> set priority to be high (not realtime)

Another issue according to this website could be a bottle neck due to hardware and this could be why they are not running at full potential. Hope this helps!
