Hey There!

Please read this carefully:
1-) Press Start or the Windows icon via your desktop taskpanel
2-) Search for "cmd"
3-) Right click the "cmd" icon and select "Run as Administrator"
4-)  Within cmd - Type this command: "ipconfig /flushdns" (Without any quotation " " marks)
5-) Wait for this to complete.
6-) Relaunch MP and attempt to connect

Hopefully, I was able to answer your question

This could be many problems from your internet or the servers connection. Considering no one else has had this issue (or the forums would be full of similar posts) I would take a guess that this is your connection to the server and not the server.

Can I suggest that you reset your router and make sure your computer is connected to the internet fully. If the problems continue then it might be an issue with your PC connecting to your router. This has actually happened to me while trying to watch youtube. I knew it wasnt the router because I had internet on my phone (not using data). I fixed this 2 different ways: 1. I connected it to the router using a LAN cable and 2. I also reset my PC.

If the problems continues then the issue might be out of your hands and you could phone up your ISP
