Are you allowed to post "ads" for vtc in the ingame chat, or do you get banned if you do it?

when no, how do you share your created vtc's?

Many people are doing it in the game. When you follow the rules is not a problem.

• Chat Spamming

Using the in-game chat abusively, repeating the same message 3+ times in a row in 1 minute within a populated area. Convoy control exempt for the purposes of directing a convoy alone.

Yes, you are allowed to advertise your VTC in chat. I don't see anything wrong with it. 

 

However, you can use these sections to help you advertise your VTC on the forums.

But, before you post anything about your VTC may I suggest having a look at the requirements and make sure that you meet them.
