I downloaded the most recent update 4 or 5 times same error occurs. It is set to run as an administrator

You could try re-installing with admin privileges,

 

1.      Press the Windows Key + R (Win+R) on your keyboard

2.      Enter "%programdata%" and press Enter (without the quotes)

3.      Find the folder "TruckersMP" and delete that folder.

4.      Navigate to C:\Program Files\ and delete the folder named "TruckersMP Launcher"

5.      Go to our website and re-download and install the Launcher with admin privileges https://truckersmp.com/download/

Try re-downloading the launcher from the downloads page on the site. Lots of players seemed to have this issue and re-downloading the launcher fixed it.

My response helped another user's issue to be solved, which was very similar to yours.

First we install Microsoft Framework 4.6.2 here.
Then restart your computer.
You should not have any problems when you run the Launcher as an administrator.
