There is a problem that I keep pressing play Ats and steam keep asking permission for run and when I press yes allow it starts then ask again and again...

You should try running ATS as an administrator. 

 

You can do this by right clicking the ATS shortcut and selecting 'Run as an administrator' and accepting the UAC prompt.

 

Also make sure that your steam open when you open ATS.

Restart PC and run as administrator.
