i think that new server should be added that has traffic, so that there are servers with and withour traffic

This has already been suggested plenty of times and rejected. 

 

Adding AI traffic will require too much server power because every single car will need to be synced with every single player. On top of that you'd have trolls using the AI traffic to cause even more back ups. Not a good idea to add AI just because of that reason, you'd get no where.

If you're talking about AI traffic, forget it, it will not happen until at least late beta for the mod (which is potentially years away). 

 

Mostly this wont happen for a few reasons, for one, you'll get trolls purposely blocking traffic and holding up the AI a d the whole road, also AI is simply extremely difficult to sync for multiple players, look at GTA, there are times when AI in that game goes mad or is desynced in online, and that's a AAA game and developer, so imagine how difficult it is for a couple of people to code for a game that's not designed for multiplayer application. 

 

Furthermore, AI will put more stress on the servers and will force anyone below a specific computer build to be unable to play multiplayer because of the lag and performance hints that will be generated by having AI turned on. 

 

All in all, AI is just a pipe dream for multiplayer. 

 

This is sort of thing gets asked on such a regular basis, and is rejected for the same reasons every time.

As mentioned above by Gecko and megadethsteve, the use of AI on our servers will but immense strain on our server power, and in addition to that, having AI as well as a server with 3500 people, is a disaster waiting to happen.
