You can download winter mod for SP from any ETS mod site you like (approved some posts above which had few examples)

@Scintillic At the moment there's no winter mod for MP (author asked about one for SP). Anyway if there is going to beone, it will be probably added after it is made to support the "Viva la France" DLC (aka after the DLC gets released)
