You need to find the TruckersMP ID of the user. You can do this various ways;

  1. Do /pinfo then the users ID in-game to find the TruckersMP ID
  2. You can find it in the logs. Some more info here -

After finding the ID, you can report users here - http://truckersmp.com/reports

While in game, you can open the chat and type /pinfo id (id is the number you see near the name of the player), or you can open the players list with TAB and click on the player you want to report and then on Report button (it gives you the information too). If you are recording your gameplay or using some cached recording software (nVidia Share, OBS, Mirillis Action!, etc.), make sure to record the output of any of those methods, so the TruckersMP id is included in the evidence you add to your report. If you have exited the game, you'll need to go to your \Documents\ETS2MP\logs and search for the player in the log_spawning_<date>.log file, it's a text file, you can search by the player's name or the id he had in the game.

Maybe you mean reporting on https://truckersmp.com/ ? As long there on forums reports are made automaticaly to the author as ^ @FirestarteR93 mentioned.
