Open the menu: Press TAB while in-game.

 

Activate your mouse: Right-Click when the menu is up.

Perhaps you should add how to open the menu, and how to activate your mouse.

Activate your mouse in the menus: Right-Click when the menu is open - your mouse will then appear.

When I try clicking on the coloured square, my game crashes. I assume it's normally supposed to allow me to change the colour of my tag?

^ a friend of mine had the same issue. In the first place he thought to re-install the multiplayer but this didn't fix the issue. When he updated the Net Framework 2017 this problem never showed up.
You should try with that, else i have no clue what causes the issue.

I don't see settings in server window where it says usa server Europe server. I click my color and game crashes to desktop ive done all you said still no hope
